英语里一个间接引语的问题,

catch the 8.0 o'clock train,这是新概念里一课,如果问what did the inspector suggest?
就是说直接引语变间接引语的话,为什么suggested后面的didn't catch the o'clock train 不变成had not呢?不是说变间接引语要改时态吗?这句话里的suggest也不是建议的意思,书上说是提醒的意思
