In an English-speaking country, everyone around you will speak in English. If you want to converse with these people, you will be forced to speak English. In addition, listening to English day in day out will help to improve your English and help you to master the English language faster. In an English-speaking country you will have to speak English all the time and therefore will help you to master the language faster than in a non-English speaking country.
However, it isn't impossible to learn English in a non-English speaking country. As the saying goes, when there's a will, there's a way. If one has the perserverence, one will be able to learn English at any place. There are many ways to learn English. One can buy an English dictionary and learn from there. One can learn English through listening to tapes. They can also watch TV, read English books, listen to music, or even attend school or enrichment courses. All these, I'm sure, are readily available at many places.
