英文高手来,关于and后面加be还是不加的疑问,有时候我弄不清楚

2.the consequence of an excessive number of livestock grazing in an area are the reduction of the vegetation cover and trampling and pulverization of the soil.
第一句中and 后面加are(and are limited in their potential)
第二句and后面不加为什么
有时候我搞不清.能否总结一下,

e limited in是被动结构,少了be还怎么被动呢?
第二句的前面有are了,后面就省略了,因为前后的主语是同一个.
