.战略性贸易政策理论以“利润转移论”和“外部经济论”为主要内容.(1)利润转移论认为,在规模经济和不完全竞争市场的某些条件下,一国政府可以用出口补贴为本国寡头厂商夺取市场份额；用关税来抽取外国寡头厂商的垄断利润；用进口保护作为出口促进的手段,以此来加强本国厂商的竞争地位,扩大本国厂商的国际市场份额,从而实现垄断利润由外国向本国的转移,增加本国的国民净福利.(2)外部经济论认为,某些产业和厂商能够产生巨大的外部经济,促进相关产业的发展和出口扩张,但由于这些外部经济不能够完全被有关厂商占有,这些厂商或产业就无法发挥它们的最佳社会效应.如果政府能够对这些产业或厂商给予适当的支持与保护,则能够促进这些产业和相关产业的发展,提高其国际竞争优势,获得长远的战略利益.
