我认为应该是that the river had risen at night made the crossing impossible.
或As the river had risen at night ,it made it impossible for people to cross.
前者是主语从句后者是状语从句
原句是错句.没有the river had been risen 的说法
原句也许是As we know,that the river had risen at night made the crossing impossible.
As we know是非限制性定语从句,as是关系代词代替后面要表达的内容.
