解释一下that及后面引导的whoever从句在句中所做成分,给谁作定语.是that作know的宾语从句,whoever wants to 限制修饰everybody ；还是that whoever .一起修饰限定everybody ,know是everybody谓语?

这是四级听力原文，我摘的是完整的一句话，我也觉的to后有省略，可是不确定是什么，难道口语就可以这么省吗？再然后，就算把to后成分补全，may attend .....主语和谓语中间用逗号隔开也可以吗？用逗号隔开的一般不都是非谓语，或者with结构吗？
