Since year 2000,projects subjected to EIA have to submit an Environmental Management Plan
(EMP)report(to fulfill approval conditions)to the Department of Environment(DOE)beforecommencing work.The EMP for the project is prepared to ensure compliance with the regulations
and conditions of DOE for the project activity.The EMP will outline key strategies and action to
protect the environment,in particular during construction phase where environmental degradation can
occur.
Objectives of the EMP are to protect,restore and enhance the environmental qualities of the
areas within and around the proposed project.EMP will facilitate in terms of planning,monitoring
control and protecting the environment as well as enforcement by the DOE to ensure compliance of
the EIA conditions;the proposed mitigating measures in EIA reports are followed,especially those
involving resource development which have to be controlled and closely monitored;and the
requirements under the Environmental Quality Act,1974(DOE,2000 and DOE,2001).
In pursuing the mission of sustainable development,efforts towards practicing environmental
management in the construction business have been growing rapidly(Shen and Tam,2002).The term
“environmental management”can,and often is,used very broadly to refer to the management of
human interactions with the environment(Saunders and Bailey,1999).In this study the focus has
been on the mitigating measures,monitoring and auditing activities,and hence the environmental
management is used in this context throughout this paper.This paper aims to discuss the
environmental management actions and activities undertaken from project inception through
construction and highlighting major environmental management activities.
Documents related to the environmental management activities were reviewed using a
checklist.The checklist was prepared to extract or to audit the content based on the prescribed
objectives.There are four sections in this checklist:project background,predicted impacts,mitigating
measures and monitoring programs.Information on the four distinct components of EIA was collated
as follows:the identification and prediction of potential impacts(pre-decision);the design and
implementation of project environmental management activities to address potential and actual impact
(post-decision);and the design and implementation of Environmental Management Plan
The first section,project background aims to learn about the management system of the project
initiator and consultants.The management criteria chosen were organization and institutional setup.
Criteria for the second section(predicted impacts)were magnitude,temporal scale,direction,nature,
spatial properties,probability of occurrence and project phase.
