This chapter has provided information on the best ways to communicate
useful information to decision makers.By giving clear messages
with up-to-date and powerful information, the ability of advocates
to prevail is greatly increased.Attention should be paid to the tradeoffs
that need to be made, the methods selected, and the ways in which
advocacy is conducted. This is the aspect of advocacy practice that is so
exciting—win or lose.By following the information in this chapter, you
can be more likely to be in the winners' column.
Suggested Further Reading
Richan,W (1996).Lobbying for social change.New York:Haworth.
This book has extensive material on all aspects of the lobbying process
but is especially strong in analyzing an audience.Readers will find more detail
on reading the audience and reacting in the most effective ways than in other
materials on advocacy.
Hicks,S.,& McNutt,J.(2002).Advocacy,activism and the internet.
Chicago:Lyceum Books.
Books about the internet are often outdated before they are published
but this one provides an invaluable introduction to the uses of web-based technologies
to assist in community organization and advocacy. Both a theoretical
and a practical book, almost all social workers would learn a great deal about
how technology could be used to increase and improve their advocacy efforts
by reading this book.

EVALUATING ADVOCACY
If advocacy for social transformation values both process and outcomes,
there must be spaces structured throughout the advocacy to
think about and define what success is and how it will be measured
in an iterative way.Evaluation, like other moments in advocacy
strategies,is an opportunity to generate an empowering process and
build capacities.(Clark,2001,pp.11-12)
You've done it!The advocacy effort that you envisioned, planned,
and implemented is over.Perhaps you met with your supervisor about
a client's unmet needs.Maybe you told the board of directors at an
agency how the agency's policy was negatively affecting clients and
offered ideas for improvement. You might have testified to a legislator's
aide about changes to a bill that could benefit many citizens of your
state.Whatever your advocacy effort was,you have done it,and you are
still alive to tell the tale.
But a question still looms:to what extent did you achieve what you
wanted to accomplish when you planned the effort?Sometimes your
advocacy effort achieves everything you hoped for.Sometimes it seems
to achieve nothing tangible. Most efforts fall somewhere between these
two extremes. This chapter presents a way to systematically evaluate
your accomplishments, which will show you how far you came and
enable you to learn from your efforts.
