分词短语作状语,其逻辑主语就是主句的主语如：Seeing from the hill,we found the city beautiful.Seeing from the hill,就是分词短语作状语,see是由动词变来的,那这个动词是谁发出来的呢?是We,也就主句（其实这里没有从句,就可以说是句子）的主语.分词短语如果改成从句,则为when/if we see from the hill,...
而Weather permitting,we wil go for a picnic tomorrow.中,permit 这个动作不是we发出来的,而是weather发出的,改成从句＝If weather permits,...
也就是说,我们在现在分词permitting前加上了它自己的逻辑上的主语,因为不是个句子,permitting也不是谓语（叫非谓语动词形式）,所以不能称是它的主语,只是在逻辑上,这个动作是它发出的,所以叫分词的逻辑主语,而这个句子有自己的主语We.
所以说这个分词有一个独立的逻辑上的主语,这样的结构就叫独立主格结构.当然,这只是其中之一,独立主格结构还有别的形式.
