In western country, you must clean your hand before you start to eat, which is not only for health but also for politeness. Then let's talk about the second tip 'no playing'. In formal occasion, people should not paly around or that will embarrss other peoples sitting around. Last but not least is that people should sit straight during the dinner time in order to show one's respect to others.
