最优情况：
当1/3的十分位为偶数的元素都是0.2xxx,则进位时盈利0.8.
而剩下2/3的元素十分位为0.1xxx,则退位时亏损0.1.
E-S的差值就是0.8*10-0.1*20=6
最差情况：
当1/3的十分位为偶数的元素都是0.8xxx,则进位时盈利0.2
而剩下2/3的元素十分位为0.9xxx,则退位时亏损0.9
E-S的差值就是0.2*10-0.9*20=-16
