纠正一下,有个说法是,not all ... 和 All...not都表示部分否定,也就是说问题中两句应该是一个意思.例如Not all men can be masters. (= All men cannot be masters.) 并非人人都能当头头.
但是还有的说法是,all同否定词not连用也可表示全部否定.例如

日本的井上义昌教授认为“All．．．not一般表示‘不都是（not all）’这种部分否定意义,但有时也表示‘都不’这一全部否定的意义”（《英美语惯用法词典》井上义昌著,吴拓、扬应朋译）.
要表示全部否定,可把not改为no以避免歧义.no是限定词,在意义上是直接否定所修饰名词的.none,neither,no＋被修饰成分等,也不会产生歧义.
例如：Not all of the cats like water．不是所有的猫都喜欢水. None of the cats like water．／No cats like water．所有的猫都不喜欢水（没有猫喜欢水）.
